If we give our Tennants notice ,which is 4 months now are they liable to pay all 4 months rent if we can not agree ending the tenancy early during the 4 months ?

Yes of course. If they leave with your agreement or the courts order during a month they’ve paid rent for, you would refund a pro-rata amount for the days they’re not there.
This is all new to everyone so I can’t say I know the answer although I think once the landlord has served 4 months notice the tenant could immediately serve 2 months notice and move out before the LL 4 month notice expires.

Yes. Until the tenancy is ended (by mutual surrender, a tenant’s notice, or after possession by the courts enforced by bailiffs, or if they move out at the end of the 4 months) rent is still due.
Well yes the tenant can serve 2 months notice (plus the days so it ends the day before a rental period) at any time and has to pay rent up to the end of their notice. If their tenancy agreement had a shorter notice period specified (eg a fixed AST that had become periodic and had a clause saying 1 month notice at that point) they could give 1 month notice and pay just that.
But unless the tenant serves their own valid notice, them a landlord serving a s8 eg to sell (4 months notice) they have to pay rent for thd 4 months. If they stay beyond the 4 months the tenancy continues and they have to keep paying rent.
