Not entirely sure I get your question… bit more context would help. Can we assume by ‘dispute’ you mean dispute over a deposit deduction?
In the absence of express surrender, the end of the tenancy is usually implied by the handing over of the keys by the tenant and the landlord accepting them. If a checkout was carried out after this took place then yes, I can see how a tenant would question the ‘validity’ of this, particularly in relation to any claimed damage because they can argue that it took place at a time when they did not have access to the property.
