The main tenants have passed referencing and checks. They have an elderly parent who will also live with them but will not be responsible for the rent. By adding them as a tenant how would referencing work? If I don’t reference then there is no RGI.
I suggest you add the parent as a permitted occupier only if your insurance and mortgage will allow.
