Photo shows the kitchen floor, its sheet vinyl. Would you class this as damage or wear and tear. I am aware it’s not the most durable material but it was new in them moving in and it’s only been 14 months. Any thoughts would be appreciated

For wider context the house has been left in a complete mess (holes in walls and doors, smoking heavily in the kitchen, garden a mess and full of junk)

Appreciate you sending the photo. Judging by the looks of the sheet vinyl—bubble and tear patterns-the comparables would favor damage as opposed to general wear and tear, especially given that only 14 months have gone on thus far. Generally, pulling heavy furniture over it, excessive moisture, or lack of maintenance combine to create such problems in this type of flooring.

Given the overall condition of the property you described to me (smoke, junk, holes in walls), it really amounts to neglect. I would recommend that everything be documented carefully and a professional assessment be sought. In terms of replacement flooring, think about something more durable, such as LVP or laminate, which would be much more suitable for high-traffic areas and rental properties. Hope this helps!
