The pitch of a drain is designed to carry fluids and bodily solids. If the toilet is getting blocked as a result of only using these wipes, then the wipes are the problem. It would be unreasonable to expect the LL to excavate costing thousands of pounds to alter the pitch of the drain when the drain is working fine for its intended use.

The blockage was internal on the section of soil pipe, so there would be no digging involved. This is a pipe which he had installed.
With regards to solid waste, if there is not enough slope, any solid is at risk of not being carried.
Regarding your question whether the landlords actions had prompted me into pursuing the matter about the loft, its a NO. The pipe has only sped things up and given me more vigour in doing so.
