Gas bill splitting

My lease agreement states that the tenant is responsible for setting up service providers and paying the bills directly. I then learned that the gas supply to my flat is one single meter that was split between two flats of about the same size. LL was splitting the bill in half. I asked the LL to install a separate internal counter on one of the boilers, he lied saying that there was only one communal boiler. Today I learned that the other flat has indeed a boiler for themselves, but worse, they are 4 people while I am living single. I have contacted them again but I expect resistance. What can I do next?
