If a landlord finds a tenant from the housing list, through the local authority, affordability checks done, references, Universal Credit paid direct to landlord and the top-up made by the tenant, but instead of letting the house to the council, lets it to the tenant, with the AST being directly between the tenant and the landlord, is he/she a private landlord or a social landlord?
A private landlord cannot become a social landlord no matter who they let to and what the arrangement. Social landlords have to be registered as they have additional statutory powers and responsibilities and they are regulated by Government.
