I have reason to believe that my landlord kept the deposit of previous tenants but has not performed any repairs. If he wants to keep mine, can I ask for proof that he indeed used the money for reparing the damage?
A deposit can be kept as compensation for loss or damage, there is no requirement for the LL to actually use the money to repair the damage. If you damage the property expect to be charged, if you don’t damage the property the LL cannot charge you for damage that was already there.

If the deposit was protected then you will be able to challenge deductions when the LL initiates his claim. That will take it to arbitration, but if there’s proof for the deductions claim, then the LL is likely to receive the money. What they do with the money is entirely up to them.
