And then the T comes back and makes a place a mess again. No point cleaning if a mess is due to chronic health condition of somebody who struggles to lead independent life, and, as such will happen again.

Or do you suggest to keep cleaning after them? )))

I think my post was clear what I was suggesting. Its ok for you to disagree. I was just looking at how a Landlord might help a tenant who is sectioned and away from the home (presumably temporarily), rather than go down the eviction route.

My suggestion was based upon limited information from the OP, which suggested the flat had been left in a mess. We dont know as yet whether this is short term or long term MH condition, nor do we know the nature of the MH condition, so I have made no assumptions on it being cronic, or whether or not they might be able to live independantly in the future. Whether the mess might continue, in the future when the tenant is released, is quite obviously unknown.

That said, clearly I’m not suggesting a routine of long term cleaning for a tenant. This would make no sense at all to me, and im surpised you even considered it.

I’d add, that I have a tenant in hospital currently, and have offered to help them in any way I can. If that involved popping around & doing a bit of cleaning for them, as they were admitted when it wasn’t clean, then I would be happy to do this.

This is not for business reasons, but for compassionate reasons.

Im not suggesting that the OP must do this, as clearly I dont possess all of their facts. It was just a suggestion & opinion.
