as an MBA student you should realise that “consumer intent” is an incorrect description, they are tenants not consumers. the whole point of real estate is that it is not consumed.
I don’t think that is a necessary or helpful comment. You could class them as consumers of rental services.
Nothing can be as stupid as HMRC calling taxpayers ‘customers’ anyway!
Tenants are also legally consumers under the Consumer Rights Act 2015.
