Under RRA messages by Whatsapp are now specifically accepted as a valid way of giving written notice, if i’ve understood right
And if you accept the notice despite the invalid notice period, i think it becomes valid. (at least according to @David122 )
Might be good to get them to confirm an actual day/date they will move out (or did, afterwards)

I agree that the notice period, even under the RRA, can be less than the specified period and specific date in the month PROVIDED that it is agreed by both parties. As a side issue the effect of the RRA notice periods and dates for “good”tenants who simply want to leave - to purchase a house in the recent case of one of our tenants - is surely one unintended consequence which actually is seriously disadvantageous to them. We have happily agreed a shorter period ending on a date to suit them (and selected new tenants to move in the next day already) but I can see many “commercial” landlords insisting on the full notice which can now be up to 1 day less than 3 months. This also makes leaving one rental for another very difficult now for tenants which I doubt was in the minds of the groups pressing for increased tenant rights

Reply to his WhatsApp acknowledging his notice therein and confirming his vacation of the property, since 8 months…!!!
He has at least communicated that with you which IMHO is good enough, particularly as there is clear evidence of his vacation of the property.
You’ve caused yourself an inordinate amount of delay, effort and expense for no good reason. Practicality and pragmatism trumps the regulations where there is no dispute involved.
