What does that even mean?
Every landlord has their own individual criteria. They may want to meet prospective tenants face to face. Also not every landlord wants to work with guarantors especially if they have other applicants that meet their criteria without needing a guarantor.

It’s probably due to the landlord finding a more suitable tenant - probably one that doesn’t need a guarantor.
Sometimes bring a landlord involves taking the least risks possible.
