I would not advise this unless the tenants refuse
I’ve put fans and decorated with tenants in situ so I don’t think that would be acceptable without a real attempt to do the work

I think the key element to consider is this:

  1. Whose property is it? Yours right ?
  2. Will the tenant take with them enhancement you make? No
  3. Are the requests reasonable and lawful? Yes
  4. Is it going to cost you thousands of pounds/ No Extractor is £60. Who care about anti mould just paint with washable paint and make sure the rooms are well ventilated to prevent that going forward.No need masking it.
  5. Finally endure the pain this tenant will be gone soon.

Replacing hinges on 10-12 windows, about £100 per window so £1000-£1200 just for the window restrictors, unfortunately the Noice of Intent is not specific enough to work out what is acceptable, are hinges okay, or is a key required etc - the council haven’t been replying to other emails about the fact there is meant to be consideration for the age of the property, most practical solution(s) or costs… yes the HHSRS guidance actually says that! … go figure

You do not have to replace hinges on 10 to 12 windows. there are restrictors that fit in the rebate of a window and others that are keyed and self tap into the frame .These are for windows that are in the lower half of the frame £10 per window in that situation I am sure you do not want to come across to your fellow landlords as a tight landlord making all sorts of excuses to do nothing?

I want to go for the hinges, the problem is I don’t know how much the rest of the work is going to cost, and council won’t give a written answer as to kitchen mechanical extractor fan vs hood and ducting to the outside…

I’m not sure where you are getting these figures from

You can buy hinges from the internet at £14 or child restrictors for £6
It’s a days work for 10-12 windows
You only need it in egress windows and above ground
You don’t need them for top openers . They are there to prevent children falling out of large openings .
So your looking at c £300 if you are changing hinges and a lot less with child restrictors
It’s 5 minutes work to change / install a hinge
If you are proactive go to the house measure hinges in situ and order it yourself then pay for someone to do it

Do extractor fan with model as suggested
It has a continuous trickle and humidity
It can be set up for bathroom or kitchen at whatever speed you want
Kitchen will be cheaper as it does not need wiring into the light
It’s aesthetic and efficient and fit c£60 reasonable
The install including fan is about £280
I paid that last year for one that was ducting from ceiling to roof ( vent tile fitting with roofer plus electrician )
Core drill may be cheaper but it depends on location and the wiring they require

These are building regs compliant and aesthetic and I will vouch that the only time I have had mould (in circa 10 years) is when one broke under warranty , but Greenwood replaced it free of cost
I got an electrician to change it and set it up myself

Screen filter are a few pounds from screwfix
Fit it yourself zero cost

Rentokil will charge for damp survey

Paint the room yourself £30 paint labour zero

You can make it as cheap or as expensive as you want

The only thing is the fan

I had hinges fitted ( child restrictors ) for £20 a window
Get a one man band and haggle the prices but materials yourself
There’s a cost of living crisis . People want work
Don’t just go with the first cost
