With respect you dont have a handle on this. Removing a toilet is a misconception. getting something off the list can be time consuming and involved. I have had 22 rental units where i needed a change of use over time and several appeals. You are dealing with an animal that simply wants to maximize revenue and you often get the files just handed over to a new person. Paperwork can be time consuming. So if you are not renting it three things 1- charging too much, 2 not in good condition, 3 not advertising effectively. i suggest you just drop your price and get someone decent , sometimes the market is hot and sometimes not, no rhyme nor reason. i hope that helps
Lets be honest councils a thieving burglars, there should be no way anyone should pay council tax on an empty property as your not using services, I dont get paid if I dont work so why should they, we need a revolution.

I removed a property from the listing previously, but that had a complete back to shell refurbishment in progress. The delisting was very simple, firstly I never paid the council tax, from the point of vacancy and commencement of works. They sent around an assessor, who agreed to delist it and that was the end of it, until I relet it and the new tenant declared their residency. No paperwork, no appeals and no liability outstanding.
I have an adjacent flat in the same building, of the same size and condition, with a recently increased rent, in excess of that for the one vacant, with no complaints. I know the rent is very reasonable, the condition is good and, I believe, the marketing is effective from my listing on Openrent and my agents independent listing on Rightmove. We’ve had many enquiries, but the quality of applicant has been poor, and unacceptable. I still maintain an empty flat is better than a bad tenant, even with the C. Tax bill.
a period of non payment is easy to achieve, delisting or deletion as the goverment puts it is an entirely different animal. speak to your council
