That’s the problem with the bill. It’s literally as stated-Renter’s rights bill- Nothing to do with protection for landlords!

You wont have the same experience everytime though. I’ve rented to tenants with pets numerous times, and as yet, haven’t had a bad experience.
If I have a bad experience that costs me £1,800 then I would have to simply view that as a risk of the business / investment I have chosen. All businesses face their risks, and for ours, pet damage is one that we have to embrace, deal with & move on.

All yiu can do is jack the rent up for everyone
That may be a lot more difficult under the forthcoming Renters Rights Act.
