Hoping someone would help as Leeds, West yorkshire council website is not clear enough.
Is HMO licence required to rent a 3 bed house to 3 unrelated people on single joint tenancy in Leeds(west yorkshire) article 4 area?
Council website says for 5 or more a HMO licence is required. But does not mention anything about article 4 area which I accidentally came across on internet.
Even if it doesnt require a licence, it would still be an HMO and would likely still require planning consent under the Article 4 requirement.

Its regular planning consent from your local Council planning office. Have a word with them first though as its unlikely youd get the consent unless the property is in an area particularly light on HMOs. They introduce Article 4 restrictions to stop the growth of HMOs.
So more people need a place to live and they stop growth of HMO S Makes a lot of sense!!!
It’s the only job I can think of that , without any knowledge or experience , you can take the most senior offices and change the law without any comprehension of the implications . Any other job and you’d be marched out of the door by two security officers for good measure!
