You just advise them of the legal position and ask them to let you know what they want to do in due course.
But what if the cheating boyfriend tells his girlfriend, “well if you dont leave ill call the police!” and she fires back with the same? They cant reach an agreement of who should leave???

You have not responded to a single question about the details of the tenants.
This is like pulling teeth.
If one stayed can they even afford the rent by themselves? If not then give notice for both to leave.
Are they even both joint tenants?
Do you even have a tenancy agreement in place?
Did you register deposit with a scheme, EPC, and issue right to rent booklet etc? If not you won’t be able to issue a section 21.
Are you even the landlord?
Do you not think it would just be easier to ask both to leave?
Apart from one of the two leaving and both leaving, would there be anymore options in this case?
