My tenant has repeated rent arrears
I threatened to evict her & she paid a lump sum & signed an agreement to pay on time in future with extra to cover the remaining rent arrears but this month she hasn’t paid again
She’s currently now 2 & a half months in rent arrears so I believe I can evict her in 2 months
Do I use a section 21 or 8?
I know 8 is for rent arrears but someone advised me section 21 is better

You could have done a section 8 with 2 months notice if the arrears were severe enough
Currently your s8 will be 2 months notice and your s21 4 months. As A_A says, serve both.
