Window vs fan for bathroom

Hello and thanks for your help.

I want to know if I need planning permission to add a window? It is for a bathroom. The tenant has said to install a window because of moisture. I said I would do a fan, but a window would be better for the building and the tenant and I agree. The building is damp when I have inspected, so a window would be preferbale if affordable and can get permission.

The laws say that every bathroom has to have a fan or a window so do I need to get planning permission if it is the law? Or is it ok to go ahead?

A window cannot be too close to a neaby property so that a fire can “jump” across. Windows have to be opened. A moisture or humidity fan will auto turn itself on and go faster when the moisture in a room increases
