Air B&B breaking leasehold agreement

Advice on issue with a new owner of a two bed flat in our building renting it out as Air B&B. The other three flats are private owners with a child each . The outside main front door of the building is being left open all hours. Strangers in and out , being loud and smoking drugs. We are lease holders ( I’m the director of our small residence managment company ) our lease states no change of use from private residence or any business allowed. Residents are being disturbed at time when they ring the wrong bell to get it( all hours) . Last visitors there were several people stating in this one bathrooned two bedroom flat . Another rule broken is leaving theyr buggy/car chair even shoes out side in our communal area. I’m about to speak to the owner as I’m sure legally he’s breaking all laws and even multiple occupants HMO issues. Any advice would be greatly appreciated . This owner is very helpful and has many properties in his portfolio. His workmen are underway dealing with the façade maintenance on our grade 2 lusted building . He used to own every flat at one time or another over the years till 2003. I want to continue to have a good relationship and finish getting the work done. Therefore it’s key how I approach this. I’m sure it’s not allowed to be used as an air B&B

Its likely that the wording of their lease will preclude its use as a business, which would include short lets for holidays etc. Only the freeholder can take action against the leaseholder, so I would suggest a letter from all other leaseholders asking them to do so.
