Flooring - Damage or Wear and Tear

Photo shows the kitchen floor, its sheet vinyl. Would you class this as damage or wear and tear. I am aware it’s not the most durable material but it was new in them moving in and it’s only been 14 months. Any thoughts would be appreciated

For wider context the house has been left in a complete mess (holes in walls and doors, smoking heavily in the kitchen, garden a mess and full of junk)
