Why do you feel you need to tell the council you are letting your flat?
If this is for council tax, then yes you should have told them, but you can do that now.
You may be subject to selective licensing
Penalties are high if you don’t declare them
It’s not HMO or any other special situation, so don’t require a license
In that case the Council only needs to know who is liable for the Council Tax. If they haven’t been informed they will probably bill you instead of your tenants.
A selective license does not need to be an HMO

You need to find out if the street is subject to selective licensing
It would not apply to a homeowner only to a rental
