In cases where formerly there were pre paid Electric coin sub meters, or where the rent was inclusive of electricity ,are there any reliable prepaid Electric Card Meters on the market which are pre paid by tenants, by purchasing cards. In this way the electricity is re -paid to the landlord by the card issuer, who needs to be guaranteed,as the landlord is responsible for the account.

I am not clear from your post whether you are proposing to change from a system where electricity costs are currently covered by the landlord to one where the tenants are paying? If so, you could not do this for existing tenants without their consent.
It would apply to newly vacant flats.
