RR Bill and selling my flat

My tenants are on a 12 month fixed AST which started 18 June 2025. I unfortunately need to sell my flat for financial reasons and it has been on the market for 2 weeks now.

I have a very good relationship with my tenants and advised them in February 2025 of my plans (offering for them to buy the flat at a reduced cost, but they declined).

I understand when the new RRB comes into effect, that four months’ notice will be needed.
Would it be prudent to give two months notice now, or let the AST roll onto a periodic tenancy from June, as it currently looks that the RRB won’t be becoming law until late summer. I would ideally like to give my tenants more time to find a suitable propety. However I’m concerned I’ll be tied into a 4 month notice period should the bill pass sooner, which will delay any sale from completing. I want to make the best decision in everyone’s interest but not hang myself out to dry financially.

If this sounds like I’m green, its because I am! Reluctant, accidental landlord in rented accommodation myself.

Give notice as soon as you can, 2 months before the fixed term ends. Selling with tenants will ultimately take far longer as you wait for a landlord buyer, and have to sell at landlord rates.

Personally, I think selling a house and ‘hoping’ your tenant will move out in time is risky. What happens if they don’t move out?

That said I understand the financial implications of having a house empty whilst waiting for a sale.

I would serve a 2 month s21 notice now, but let them know verbally that you will be as flexible as you can about the date of their leaving. This would mean allowing early departure if the find somewhere immediately or delaying taking legal action until the last possible moment, which currently looks like being around July.

I also wouldnt advertise the property for sale until they leave.
