My understanding is that the fees that are banned are the fees tenants have no choice but to accept, like referencing costs.
Only allowing tenants with pets who chose to have the carpets cleaned ext at the end of the tenancy is therefore ok?
It’s all about choice.

What happens if a tenant pays an admin fee back in Feb 2019, for a tenacy which starts after 1st June . Not me ! - My son who is a poor student being ripped off by student letting agency !
I’ve obviously been snoozing, so the £1000 I paid for the privilege to rent this house (hasten to add letting agent, not landlord) I wouldn’t have to pay if I was doing it now. Don’t suppose they popped a refund clause in there anywhere lol 
Could I check, agent fees to renew tenancy of c£150, also history?
Shame about the referencing £20, seems the private agents have completely taken the urine and now we all have a little consequence, agree with Sam, as LL and tenant if it stops the extortionate fees 
put the cost of referencing on the rent say £2 per month
