I was speaking with an electrician this week and I specifically asked the question about the retest frequency. He said that they have discretion to change from 5 years to a lower number. IE if a resistance reading was high (but not deemed as too high) but there is a suggestion of cable degradation, then it may warrant a retest within a shorter time frame as a precaution.
