Hi does open rent have landlords that are registered HMOs? Surely Open rent wouldn’t have landlords that aren’t registered as an HMO?

OR is a listing platform not a lettings agency. Why wouldn’t they allow anyone to list their properties? Whether a LL needs an HMO licence and registers or not is absolutely nothing to do with OR. They aren’t responsible for making sure those LLs who need an HMO licence (or other licences) have the licence.
You could equally ask ‘why does OR allow potential tenants who don’t have the right to rent in the UK’. Same answer - because it is nothing to do with OR
