My neighbour is a tenant and has a drive and garage but insists on parking one of his cars on the kerb in front of my house what can i do, how can i find out who the landlird is. Thanks. He does not use the drive or garage.

As a Landlord, I would not get involved in this. It sounds like the neighbour is parking legally on a raised kerb.
If you wish to try, then as Colin says, your can pay your few quid to the Land Registry (make sure you only use the gov.uk site) & get the owners name & address, although it is possible that if the Landlord used to live in that house, that they have never changed the Land Registry address to their new address.
Parking on a pavement is illegal

Can you not just leave it be
as long as the car is taxed, they can park there (as long as not London)
Why on earth would you try to drag the landlord into this? They can’t make a tenant use the drive. This is nothing more than a courtesy request, you need to sort with the neighbour direct. Keep it friendly.
Isn’t it a breach of the Highway Code ?
This point is just advisory in the highway code. The parking however cannot obstruct, needs to allow space for a double push chair. Cant be dangerous either IE blocking visibility.
if the law changes across the UK to follow London it will cause absolute chaos.
