once he pays that is acceptance, did you tell him you would give a section 13?
I did as I think its better have a written record, also as I inherited the property with him as a tenant I’m going to redo the contract.as it’s not robust.
I’ve found the form and it has the info for tenants attached.

I have never used a section 13 and have been a landlord for a long time . I do not even have any idea what it looks like . I have simply told them the increase , no probs , it has been paid
It is not your legal responsibility of his right to refuse. You are not responsible for another party’s due diligence.

I’ve also been a LL for a long time and have only ever used S13s. My reasoning is that the formality of it conveys a sense to the T that I am doing things by the book and they have documentation of the change should they ever have an issue to challenge it (which no one ever has). S13s are not hard to do.
What makes you think he has a right to refuse? He doesnt. He may choose to challenge it with the Tribunal, but unless its way above market rents, they wont decrease it, so very few tenants do.
If youre going to ask the tenant to accept a new contract, why not just set the new rent in there?
I have used section 13s. The form spells out the tenants options very clearly.
A rent Increase can be by negotiation and agreement or section 13.
Iff you’ve already discussed it just give them the form. There is no right to refuse. They’re options are spelt out in the form
