Bed bugs are hitch hikers. If a tenant provides own furniture I wouldn’t expect a landlord to be taking care of them. They hide in clutter so if tenant has a lot of stuff can compound the problem. Can often easily be treated with spray and hot washing bedclothes. Not hard for tenant to do. (Unless they were already there when tenant moves in)
