License for Alterations

One of the 4 freeholders in our building has carried out alterations in their flat without license for alterations. The rest of us freeholders received a letter from their solicitor to draft up a license for alterations for the work for keeping record purpose only saying they have received consent and permission previously from freeholders. (I certainly have not given such consent, so not entirely sure what they meant by this also)

However from what I understand, a license for alternations must be obtained before any alternations can carry out, have they broken any lease in this situation? and what should the other freeholders do?
