New meter offered stating old one needs replacing

Hello my tenants recieved an email stating my flats electric meter is old and according to the law must be replaced. It does look way older that the rest of the flats. They do this for free? Any advice welcome please

The utility company fit it for free
They already charged for it in the standing charge
The government is mandating updated meters
Whoever’s name the account is in contacts the company and gets them Changed

Believe it or not, It’s actually the name on the bill that’s responsible for sorting it out.. not you as the owner. So leave them to sort out and get a new meter… it’s free anyway.
One of my tenants got a new water meter fitted, but they let some rubbish get in the pipeline reducing the water pressure. The water co wouldn’t even speak to me as I wasn’t on the bill, it was between the tenant and the water company.
