Its a single household. There are first cousins linking the 2 sides and everyone else is directly related to one of them.

Oxford Council has come back to me saying 2nd cousins are not classed as one household!!, I had put the same query on NRLA and NRLA too said 1 household, discussion was interesting. ultimately councils can set their own rules ignoring national guidance to make m🙄

I think I may have misunderstood who the tenants were in my previous reply. Yes, they are second cousins. You should reply to Oxford asking whether their comment is advisory and if not what is the legal authority for it.

it is their stance, not advisory, they insist house must have hmo license David, the hmo inspector is aware they differ from the national guidance. I am not challenging them. They recently had a run of slapping landlords against Airbnb, one of many restrictions.

they will do anything to stich up landlords and make up their own rules to make money and justify being a jobsworth.

They are not legally allowed to impose their own rules in this regard. I understand your reluctance to challenge them though.
