Advice. Unless he issues you with THE REPORT there is no obligation whatsoever to have any work carried out. He has broken the law if he hasnāt furnished you with the report. Have you got the report? Donāt pay him or take him to small claims court to get your money back. He MUST issue a report. The work you are paying for is not to have a quote for work! Furthermore, you are under no obligation to use the same electrician that did the report.
This is why I am offering advice. There is no support for people like yourself to know what they are supposed to be getting. If you ask for an EICR you should not pay for it until you are issued with the paperwork. Report him to his trade organisation if he refuses.

I have paid him without getting a report. The report will state that work needs doing to get my EICR. Because it failed on so many things I wondered if it really is all necessary. Short of paying someone else to confirm that I will have to trust him
But you should have had a report . as there are different "grades " of what should be done . . elec-craft will probably tell us more accurately
Gabrielle, you have employed him to do an EICR. An EICR is a visual inspection for damage to the electrical installation and a series of tests on the wiring. The electrician should record his findings in a proforma and it will state SATISFACTORY or UNSATISFACTORY together with a list of observations with a corresponding code C1, C2 , C3 or FI. If you have only been issued with a quote for work he has not fulfilled his obligations to you. Please insist that he produces the report and tell him you will report him to his trade body for breach of contract if he refuses.

If I can clarify further, please. An EICR is not conditional. In other words there is no requirement to have any work carried out before it can be issued. Beware of unscrupulous electricians who insist on issuing a Satisfactory report else they canāt issue it. There are only two possible outcomes, either its Satisfactory or its Unsatisfactory (pass or fail is used wrongly, but means the same). The report MUST be issued irrespective of the outcome.
Eicr is mandatory for flat -it lasts 5 years.

Personally between tenancies if there are no reports of shorts/ trips / bulbs blowing etc I will visually inspect the property incl consumer unit- broken boxes- loose roses- no buzzing or black marks then I donāt bother getting a sparky in. Remember you can change out like for like as a LL say a socket under part P but you canāt do much else.
There are bottom feeders who will try and steal electric so always worth a look at incomer.
