Social housing for vulnerable Tennants

I am thinking of investing in social housing for vulnerable people in northern England. Has anyone any experience in this field? I am being offered property well above market value but also rent well above market value with guarantee 25 years Lease

Have you been told how a social housing project with all the required staffing is going to make a return for an investor?
