I’m sorry but that’s rubbish- most regular ASTs state ‘no amendments inside or outside’ with words to that effect.

Changing the meter doesnt count as an alteration to the property and if the tenant pays the bill, they have the right to change the meter.

Graham is right, the water companies now have the right to install a meter if the area is in “serious water stress” or if it’s a new occupier, or a number of other reasons looks like they are using lot of water:
