It is the building that is tested, not the tenant so if still valid…

There’s a topic answering this here. In short, you only need a new EICR performed when the current one is due to expire. It’s not necessary to get fresh certificates for every new tenancy.
If the EICR tells you do repeat before new tenancy then yes otherwise if it’s just a dare then no

There is a consensus among a number of Labour MPs that a Landlord should get a test done every year like the Gas safe .

Knowing the amount of tenants that tamper with electrics it’s probably sensible
I had a tenant who unscrewed a socket , took the bike rack from the yard and used the holes in the back box as fixings to the wall
