Hi, In London zone 1 i plan to have a flat with 3 rooms and 3 separate people. Does that become a HMO or just below the requirement? Thanks!

That is a HMO - you will have three separate households there.
Your property would be subject to additional licensing if it is in certain boroughs.

Even without the licensing, you will still have to comply with the HMO Management Regulations. Look them up.
