New landlord wants help

I am a Romanian businessman who wishes to be full compliance as a landlord housing Romanian immigrants in England.

I found this site, can you help me check a few things please?

I believe I’ll need to complete and sign several forms and agreements for my property rental business in England and as I have recently purchased a very large stock of housing I wanted to get some advice from you all.

I am told I must get Tenancy Agreements to outline the terms and conditions of the tenancy with:
Names and addresses of the landlord and tenants
Rent amount and payment terms
Deposit amount and return conditions
Inventory of the property
Obligations of both landlord and tenant
Dispute resolution procedures

I must also conduct checks to verify the immigration status of tenants inspecting documents such as passports and visas to establish their legal right to rent my properties.

Then get Energy Performance Certificates to assess the energy efficiency of the property and provide this to my tenants.

I must also ensure that gas appliances and installations are safe and this Gas Safety Certificate must be obtained annually.

This with electrical installations also to make safe and obtain an Electrical Safety Certificate every five years after I start my business here.

I am told I must have a House of Multiple Occupancy licence, as many of my houses have more than three unrelated people in a single property.

I do not need insurance as I have been fortunate and have much wealth so I can protect myself against property damage and legal issues. My staff are very good at resolving those types of problems for me. Is it possible to do this in England?

I believe I must protect tenants deposits in a government approved scheme that England government list online. Very clever and good to have that.

I am aware of the rights of England tenants, including the right to live in a safe and habitable property so I have refurbished the several hundred properties I have to a high standard compared to their accomodation in Romania.

Is this all I need to do here in England, as it seems very easy?

The EICR is required before you let a property and has a maximum of 5 years. The person undertaking the test can nominate a shorter period AND if you have multiple changes of tenants in a short time, then updating the EICR does make sense.

Smoke and heat alarms

HMO’s have much more stringent requirements for Landlords to achieve and the rules concerning the numbers of people can and do vary between different councils (yes really)

You should be aware that there are over 160 laws you need to comply with. I would suggest you get professional help. Perhaps recruit an expert or use local a g e n t s

You should also consider all the HMRC implications too.

Before looking for professional advice I suggest the following:

  1. It is very unlikely that every piece of UK landlord related legislation applies to you, so first check h
    gov.uk search all landlord related and as 1773 pages are quickly scanned and some easily discounted through titles you can see what does apply.

  2. Then visit legislation.gov.uk and look up individual pieces of legislation you think may apply but you do not have in your current list and note the links down.

That way you save time as clear question and link and as an overseas landlord with a portfolio myself you are fine to start with the list you have now.

If you have such a large portfolio and you are very wealthy

Why are you on this website would you not be best served with a professionals such as a solicitor or property manager estate agent ?
Do you not have staff to do this for you ?
Why would you not due your due diligence through a formal avenue

After all you are investing thousands/ millions
