Passing on the energy rebate

Are there any landlords here who include all bills with their rent? If so, have you passed on the energy rebate to your tenants?

I’m not entirely sure I understand why landlords who pay the bills for the rental property themselves should pass the £400 on to their tenants if they aren’t actually paying for the bills.

Edit: I’ve since seen the most recent guidance on Guidance on the pass-through requirements for energy price support provided to intermediaries - GOV.UK which does not state you have to pass the rebate on in full if you have shielded your tenants from the energy price increase.

As I understand it their is no legislation to enforce this yet.

However, to me it would simply mean I would take it into account when increasing tenants rent to offset the rise in energy. I would send them a breakdown which includes this amount or their share of it.

£400 will not go a long way in HMOs though.
