Planning application before buying a Commercial Property

Hi,
I am offering on a commercial property. The first floor of the property is an office at the moment.
I am planning to convert the first floor to a Residential Flat.

I want to do a planning application to the council for approval to convert the first floor to a flat.

If the planning application is approved then the seller should sell the property to me. If the planning application is not approved then I will not buy the property.

I was wondering whether I can make an agreement for the above with the seller or whether anyone here has done similar in the past.

yes you can make an offer subject pp being approved and a contract binding on both sides ,so if you get pp the seller does not say ,Thank you and goodbye

do you mean the Exchange of Contract with condition (eg: if planning application is approved then I will buy the property, if the application is not approved then I can say goodbye to the seller)?

I cannot remember what the process was when I did it . I just know it can be done . your Solicitor will of course know Maybe also the estate agent.
