Window change needed - leasehold

We need to replace the windows to improve our EPC rating.
Our flat is top floor of a Victorian conversion and a company we approached say scaffolding is needed - even though other windows were changed without it.
What would anyone suggest? This could be a problem with the freeholder as they want a licence paid for everything!

Health and safety have become much more rigorous

If our glazier were doing it for a local authority they would use scaffolding

On private jobs ( small domestic ) they do it without

Plastic windows ? How top is the top floor?

Sorry I completely forgot to reply to this. Trouble is, yes I want PVC but I want them flush, like I did in my own property. They look like wooden windows, but are double glazed pvc.

I’m not sure we are allowed recommendations in this forum, but desperately trying to find another company. We are in SW London.
