Can I insist an owner in our building maintains their property to a higher standard?

I am the Company Secretary for our Buildings Management Co (a building made up of 3 individual flats) and one of our owners does not maintain his property to an acceptable level (boarded up windows, rubbish accumulating outside etc), the reality is he is probably reducing the value of the building and the saleability of the other 2 properties. Am I within my rights as Co Sec to write to him requesting he maintains to a reasonable state of repair…he is one of the 3 directors of the Management Co.
Advice please as not sure how to approach this problem.
