Property management company inaction

As an owner of a flat, I am one of 9 owners who are part shareholders of the property management company. I have for the last 12 months raised my concerns to the director and secretary about the poor security of the front door (which is rotten and can see daylight through the disrepair) and the state of the single glazed windows (which are rotten and the mortar around windows are crumbling)
Despite my insistence on calling a meeting, no actions have been carried out. I have now organised quotes from 3 glazing companies and sent it to the director and secretary for approval to commence and go ahead with the preferred quotes. I have had no responses back despite follow up.
My concern is one of the safety and well-being of my tenant and the other my own interest in maintaining the upkeep of communal areas as it’s my investment too.
The other owner occupiers/landlords are completely disengaged in the management of the property and I feel like a lone voice.
Where do I stand in getting the above work done and how could I go about initiating an external property management company to take over ( much higher costs I know)
