Unfortunately, it’s not just electricians, but ALL contractors - and the moment you mention that you’re a landlord you can see the pound signs in the contractor’s eyes and here the cash register ring in their ears.

If it’s around the 20 year mark get it rewired. Thats the rule

What a load of Bollonie. There is no RULE. Its made up by electricians drawing on their experience. I was told by my 2931 instructor that PVC cabling suitably installed, not subject to any current or previous mechanical or heat stress is good for 50 maybe 75 years. If its mucked about with over time with modifications then that is on a case by case basis of replacing sections or whole if necessary. Of course most adjustments / movements, fittings replacement happen at terminations, sockets, light switches etc. but as long as they are checked periodically for tightness (Eg EICR) they should be all ok with good readings and SAFE. Especially 8.5 -10.5 KW showers, Cookers etc.
In recent decades, extra circuit protection has come into currency i.e. RCD/ RCBO on each circuit together with better fire safety - metal cased. This is only at the Consumer unit/ Fuseboard location.
Rentals can of course get mucked up by tenants putting up their own preference for lighting or damaging/ wearing out a socket, (haven’t we all had that ? )but this can be mitigated by explicit clause in APT to not touch wiring without LL agreeing / inspecting / having electrician complete the tenants wishes at their cost. Also 3 monthly inspections to check for cleanliness / extension socket overloading and tenants reporting promptly for damage or RCD circuit tripping. (even cannabis farm use colloquelly known as a ‘grower’ property) ![]()
Cost effectiveness of course is a consideration if lots of wiring updates can be done once property is in a void period including full rewire especially relevant where older wireble fuse holders are still in use - unlikely but possible If a v.long term tenant still in residence from pre- 2000’s
In, short, not saying its never required, just that its based on past history and current condition. So case by case.
