Landlord/Letting Agent referencing only given if you serve notice

As part of the tenant referencing and Credit check service there is a landlord or letting agent referencing.

The problem most tenants go through to get a landlord/letting reference is they have to serve notice to the letting agent to actually get a reference which leaves them in a difficult predicament if they may be unsuccessful in passing the tenant reference or simply if the landlord has a change of mind. Also with direct private landlord letting them know puts them in a difficult situation where by the landlord could do the same or at least knows that his tenants are leaving and therefore if for whatever reason they do not sign the new tenancy again they are left in a difficult situation.

So does this affect the tenancy referencing if they opt or you advise as a landlord to not include this for all of the reason mention above as it’s a difficult predicament unless some can advise ways around this where there is kind of a win-win situation ?
