Yes , I have just heard about it , absolute waste of money

It’s not mandatory to get a test. LL needs to do a risk assessment but this can be done themselves. Essentially provided there is regular use of the water then risks are considered low as legionella is a risk from stagnant water. Where property has been vacant for more than a week you should run taps for extended period to get fresh water. Also need to ensure that water tanks are properly sealed and hot water tank is temperature controlled.
