We have just been told by our agents that our rental flat needs a Legionella Risk Assessment - to the best of my knowledge we have never had this risk assessment done on the flat in over 15yrs and we have never heard of it before. Is this a legal Health & Safety requirement?
In Scotland it is a legal requirement. In the rest of the UK, no.

I believe it is a requirement in the UK, (or at least in England and Wales). However, a competent landlord could do it themselves.
Even if it isn’t a legal requirement, it’s still wise to do just to prevent later issues if the tenant tries to claim something the assessment disproves.
