Hi Could some one know about this. can a couple, their children and wife’s mother live in one house under one tenancy without classing it as hmo? This will not be classed as unrelated people right? Thank you

The gov.uk site defines a household like this:
A household is either a single person or members of the same family who live together. A family includes people who are:
- married or living together - including people in same-sex relationships
- relatives or half-relatives, for example grandparents, aunts, uncles, siblings
- step-parents and step-children
So it sounds like your case would be one of having a single family.
